Yasuo windwall not working [Video]

I noticed first yasuo windwall malfunction several weeks ago [Link] and a lot more similar cases but I thought maybe it was very close and server just bugged due to ping or something but this time you can CLEARLY see that yasuo's windwall is not blocking teemo's projectiles, his second auto attack, as it should.
