[Champ Select] Can't ban or can't select a champion resulting in a dodge and penalty

Hi guys, i'm having this bug that is seriously fucking with my head right now.

Frequently, when in champ select, i can select a champion to ban but the ban button is grey and i cant confirm my ban. Its happening as well sometimes after banning phase ( where i could ban obviously ) the same exact thing with picking a champ.

Now i see you coming with the re-install game, hexteck repair, take the lol folder of a friend of mine : i tried it all resulting in nothing. And it can't possibly be my internet cause its a fucking perfect and stable one that causes me 0 problems.

I even bought a new computer ( not for this matter xd ) and i still have the same problem on it.

I was wondering if there is people with the same issue than me and if there is a fix or something.

I'm pretty desperate as i've been looking the internet about this for a long time now and i think i tried all the '' fix '' that were proposed. I even went on this specific page that riot employees always link to you when you have a problem and tried everything in that section without any positive results.
