When you play teemo, and you build "Rylai's Crystal Scepter" it states on the item that** damage over time **or multi-hit 20% reduction for 1 second. Teemo's Toxic shot DOES NOT PROC THIS ITEM. This is a glitch or a bug because toxic shot is a ** damage over time ** ability. My shrooms, and my Q proc this, but my E does not. This is broken if you specifically build to counter the juggernauts to kite but you cant kite unless you Q or they magically run over a shroom you placed at the tri-bush or something. For a teemo player this is extremely annoying, you buff darius but you neglect champions like teemo.

I do not have a screen shot, or a video, you can EASILY join a bot game, build the item and then auto attack and this item does not proc.

If this item is not intended to work with teemo, then you should remove it from the game, this should be intended to slow the 4 types of abilities stated on your item, as one is a damage over time ability.

Please fix this bug or clarify why it is working as intended or if it isnt working as intended.

I also wanted to note Homeguard on Teemo DOES NOT PROC every time going back to well, it sometimes doesnt proc at all.

Toxic shot qualifies as an on-hit effect. Not a spell. So it's not supposed to proc Rylai's. Teemo's Q, however, will.

but it is a damage over time effect, why would it qualify as an on hit effect
