I just played a game before and I was in a party. It bugged out when I got an S- and my friend got a C and she got the notification that "You got an S- You either get a chest or key fragment" something along those lines. This happened to me twice that I didnt get the notifications for the S ranks.

First, key fragments are not tied to your grade, only the chests are. Key fragments having a random chance of dropping if you won the match, that's it. It is entirely possible for someone on your team to receive a key fragment while you don't, as key fragment drops are completely random.
As for chests, you can only receive on chest per champion per season. If you have already earned a chest on the champions that you were playing when you got the S grades, then you will not receive another chest while playing that champion until next season. If your friend got the notification of receiving a chest due to you getting an S grade, then that means that she had not yet earned a chest on the champion she was playing.

No there was a bug when the notification it said S on the notification that my friend got but they got a C. smh.
