Huge problem in 4.21

A lot of people have been saying that there is random FPS drops, and increased pings. But i got a worst issue then that, i have these god dam retarded animation delays. Sometimes it would not show fast moving projectiles like Shock Blast, or True shot barrage and lee sin Q. when i smite something the animation would go off, then the damage comes a second later. my champion would sometimes moon walk randomly when i am in between jungle creeps, which is not supposed to happen. My champions would sometimes, stop the attack animations half way, then hit twice rapidy.... In team fights, i can't see sh*t... my team stands there and we just lose health and after i die, it will show all the animations that didn't come up. Please fix this

PC spec AMD 7700 1gb GPU 8 Gb DDR3 Ram Amd fx-6300 6 core windows 8.1 64 bit All drivers up to date, i updated my drives when the issue occurred thinking it would resolve it, it didn't
