I can farm or move around the map but when it comes to fight all players look pasive like they 're moving around, my spells doesn't work for seconds and then, everything happens at once (all this things happens while my ms is 53). I find this video. Exactly this happens.

I think you need to update your game.
More seriously, that happens when you have lag.
Lag isn't a bug. 53ms constant is a lie sometimes, because I'll have 45ms constant and still have lag.
Try some of the options in here.
Personally, I've opened the ports and modified my router QoS, but this will vary for results.
Just reinstalled the game but still the same.
