League RADS Error

I've been playing League for a decent amount of time now and starting about a few months ago, whenever I logged on, I wouldn't be able to add my friends or see them for that matter. After a while, my League itself stopped working. Whenever I logged on (even with administrator access ), it would give me a RADs error. Whenever I go anywhere else besides my home and I attempt to download league, it will work just fine, but once I get home, it would stop working. I have checked my firewalls and I don't think anything is wrong with my League, so I'm assuming that I'm missing something here. Would love it if one of you could help me a bit. TY
