[Gameplay] Titanic Hydra causing unusually long auto-attack cooldown on Skarner

At very high levels of attack speed, such as with a level 16/17/18 Crystal Charge, using the active of Titanic Hydra on Skarner causes his following auto attack to come out unusually slowly.
