This bug with Liandry's keeps tormenting me!

Dear reader,

First off, I apologize if this has been reported already but I believe this needs to be addressed. Although I am not for sure, I think Liandry's Torment has been bugged for six patches now. You might wonder what I am talking about since no one buys Liandry's Torment nowadays so let me explain. Liandry's Torment is an item which was designed to shred through health. The UNIQUE passive of this item deals 2% of a targets current health per second for 3 seconds. Since this UNIQUE passive is currently bugged it is not worth buying this unique item anymore. I would like to see this fixed because I really like the item (I still buy it many Vel'koz games in the hope they fixed it). Hopefully, this reaches RIOT and they will fix it..

You claim that the item is bugged, but you provide no explanation of what the bug is.

It does nothing for as far as I can tell. However, past days I have seen some people build the item and it seems to work in some cases. So, I am not sure if this is only not working on Vel'koz.
