[GAMEPLAY] Quinn's ult reduced movement speed to about 25% of normal.

The title pretty much sums it up. When playing as quinn, the ult is supposed to increase movement speed... but every time I used it, I slowed to around 1/4 of my unmodified speed.

So if my move speed was 400, I was dropping down to about 100 on ult. Now, this is happening during a fight, and I understand that her movement speed bonus is lower during fights... but it's still supposed to be a bonus, right (+30%)? Not a penalty?

I've played two games, and it does the same thing each time.
