Fix Jayce Auto Attack Bug Please

As NA #1 Jayce main, from patch 8.21 Jayce's auto attack shoots way slower than it used to. And it was not listed on the patch notes.

Sometimes Jayce shoots cannon auto attacks while in hammer form.

Please fix these bugs.

Just had a game with same issue, basically ruined the match, hope is fixed i have to put him on bench for now.
