Unable to pick a Rune page

When in Champion select I am unable to choose runes and masteries because of a message stating I am not level 8 yet and they will be chosen for me. It in fact does not choose one and locks the last page I used. It is very frustrating being a mage with auto attack based runes.

Error: You can pick your Rune page starting at level 8. Until then, a page will be chosen automatically based on your champion.
