Hi MrsDrPeppaDude, a player can't interrupt a spell cast with a crowd control spell, this is what you are observing.
I think he means Yi could use Q while cc'd.
To put what Exgeniar said a bit more clearly: If Master Yi starts casting the Q before the cc, then cc won't stop Yi from finishing the cast.
And Yi in particular, if he times his Q right he becomes untargeteable (and ceases to be a valid target for certain spells, allowing him to dodge Karthus ult and such)
And for all Champions, abilities cannot be interrupted during their cast time. Normally this is quite short, but Ez and Lux ults for example are longer but can't be stopped unless they are killed.
