Getting lobby leaver penalty when someone else leaves/afk's lobby.

I was in a ranked lobby and the guy on the opposing team didn't pick so the lobby went under and when I went to re-que it gave me a 30 min wait time. This has happened to me multiple times in the last year. First time I've reported it because I assume it won't get fixed anyway, but by all means please fix.
