Opening the game in borderless-window 1440p causes it to be in 1080p, and options not saving

I like to play on borderless-window 1440p, but whenever I restart the game it keeps it fullscreen but only 1080p, and changing it back to 1440p causes the window to shrink. To fix it i have to set it back to fullscreen, to windowed, then back to borderless-windowed, and all that resets on client restart.

Also some options such as clicking through minimap won't take effect in a game until I hit escape twice. Something about bringing up the options window causes your previous settings to restore after being soft-reset. this has happened in every game since the recent patches.
