i been playing several games with skarner and the e missile speed will actually slow down i have alot of games saved on replay.gg search fngizmo and you can see several times it went super slow vs normal speed

Its not a bug. Its an intended nerf they gave him because he was decent at teamfighting/chasing for once since his original iteration.
