Ezreal Ulti availability circle bug

There is a video that shows an player gets a pentakill using his Ulti even though it seems that it is not available at the right bottom (team friend ulti availability circle, ulti available if it is green). Probably a bug caused by not considering the cdr when q hits the target and reduces his ult's cd.
