Champion locked in Altar After Reconnect

1. Using Teemo
2. When loading splash page appeared, the ping goes from 200 to 700 ish.
3. Close tab and reconnect
4. Connect move out of the small summoner ring

If I use my mouse to indicate the direction, i will be blocked, like the initial bar (first 10s) blocking me from going out. I flashed out, and the champion moved on its own and returned to the summoner ring. I even teleported to the top tower, but then champion moved back to the base, ignoring all my commands.

I have to restart the system to solve this problem.
