[GAMEPLAY] VFX of Multiple Champions are broken

So for about a month now a lot of the champions have certain linear base skill shots go really funky and its making play against some champs really hard to play as or against. These issues just started up randomly after Late August-Early September

For example, when Swain uses E VFX of the spell will show up randomly behind him or across the screen and slowly come up behind.

Skarner's E also has the same problem the ability will work correctly but the VFX after hitting the first champion will glitch it out causing it to appear further behind and come from the opposite direction the effect will happen again but reversed if it hits another champion and again if it hits another alternating.

Xayah's Q Will also work but the feathers just appear with the animation happening somewhere else.

Aurelion Sol's W has a delay between the VFX and when the spell actually hits making it EXTREMELY hard to tell when I'm actually damaging the champion.

Akail's W pulsates as it goes on also the pulses never reach the maximum distance the spell actually goes. (For some reason it only happens when she is on the enemy team)

Summon Aery as well Shuffle steps back towards the champion making it hard to determine how long it takes till it is usable again.

While these are the ones from recent memory I wouldn't be surprised if more pop up as I continue playing. Also while the spells work as intended the fact that the VFX of them are all messed up it makes predicting abilities as they happen extremely hard and also adds more noise to team fights that are just distractions. If anyone has had these problems before or can give any advice on fixing the issues that would be much obliged otherwise I guess I will have to just suffer through them and work with what I got.

I've already tried adjusting VFX Settings, Reinstalling the game, and Running as Administrator.
