In-Game Cursor Offest (dont know if its a bug or just my pc)

I recently started being affected by this. When try a normal ping by pressing the G button, or bringing up the Ping window option, the cursor gets offset for some reason and makes the game a little for difficult. Especially when a team fight is about to start or trying to ping something and laning at the same time. If someone has a fix please tell me.
