Never got my refund tokens!

I don't know if anyone else didn't get the refund tokens but i didn't. I haven't played since 2012 and started again recently, i got some RP to buy a skin, but i noticed when i wanted to refund my skin i couldn't. I checked my refund tokens and it said: Refunds Remaining: 0 i have never refunded before and don't know why this happend. Please Help!
