[Gameplay] Caitlyn's autos do damage before the animation has started

Playing Officer Caitlyn, my auto's were often doing damage before the animation had started, giving me an advantage in trades.

Play Officer Caitlyn - ~~Only skin I tried ~~ Confirmed on Safari Caitlyn as well
Auto Attack a minion/champion

I discovered the same issue, in my case i was using Safari Caitlyn, so I assume it's a champion bug, not related to the skin.

This has been a known Caitlyn bug for years. I notice it on more than just her safari skin tho
