Client Bug- Friends list groups will not allow me to move any of them up or down

Have been trying for months now to move my group of friends to the top of my friends with no success. Tried moving other groups down with no success either. Why have the option when it doesn't seem to work?

Can you move friends into their groups still? I have the same problem as above, but I have a steadily growing 'General' tab. I was able to do it a few days ago, although I haven't been able to move the groups themselves since at least the last patch.
