Hecarim Ult

I use to play Hecarim. He is one of my mains. But since a short time, the ultimate is random. Sometimes, in fight the ultimate does the damages and the fear, but sometimes, not a all. This situation frequently happened when i ult a player in front of me and, he is a little bit close (maybe 2 or 3 meters). But in teamfight, when this bug happened, it's not only the player who's close to me, but the full team, who don't take any damage and aren't fear.
