[GAMEPLAY] Communications in general bugged for me

Ok, so, I go to a 5 day summer camp, and I get back, and decide to play some league, and my first match, I go Jungle Fiddlesticks, and I bugsplat after I load in. I don't reconnect until after the camps have spawned, and then, I try to press my key to chat, to apologize, which is enter, and it doesn't work. It simply doesn't do anything. I can see the chat, and people talking in it, but I cannot. I don't remember receiving any chat bans or anything of the sort. Anyways, I try to later ping using the CTRL + Drag Mouse method, that pulls up the 4 pings, and It locks me onto the "danger" ping, which makes me mess up a gank. Anyways, any help? I have played a match after this occurred and it's still happening. Thank you.
