Chests not dropping?

I've had two games on ARAM where I've gotten S ranks on champs where I haven't earned chests for that champ yet (Twitch and Ryze) with 3 available chests minimum, but nothing dropped for me. Is this something that was changed? Does it have to do with my recent suspension at all?
