League of Legends Login Screen Won't Appear

I have been playing for 3 years and this is the first time this has happened to me.

Note: I had to re-install league since this bug is happening.

I would open league through the desktop icon that the install makes. The patcher comes up, I press Launch. I wait and wait but the login screen doesn't come up. I go to my processes in the task manager, and league is running. I end up ending the process and trying again and again but it happens everytime.

Note: I just tried opening league through the Riot Games folder on the C Drive and it works. The only problem is that when I go to login, the window pops up saying, "The server is currently busy. Try again later." I go to check the server status and everything is green.

Can anyone explain what is happening?

Thanks :)
