Get Exited! Not working [GAMEPLAY]

I was playing Jinx during patch 5.21 in a ranked game, and one thing that struck me as odd, was that when i was getting assists, some of them were not making her passive (Get Exited!) was not working. Luckily at the time when i was playing her I did not need the passive, but it can be a very important passive in a fight or escaping and if it does not activate, it would be tragic .
