Error 003 "servers preventing patch being installed"

Is there anyone else having the same issue im having ? I open up my client and i get the Error 003 message, i manually patch/troubleshoot the whole game and still get the same error. I forward my ports, game opens but after a few minutes i get the same error yet again.
