Gangplank cleanse against Fizz ultimate?

So...Is gangplank's W NOT suppose to cleanse the fish of fizz? I get hit by the fish, hit my W, and it...doesn't fall off? Is this designed as intended when other cleanses actually DO remove the fish to the floor? If so, then...why?

Gangplank's Remove Scurvy only removes Crow Control effects such as slow, stuns, etc. FIzz ult however is not a CC, it has the CC effects come along but by itself it is not.
