Pantheon Ult No Refund?

Tried to cast his ult.. but instantly got hit by jannas tornado as I chose a location to land Instead of the usual 10s cooldown, it got put on the total cooldown as if I had completed the ult..

Is it supposed to be like this now? I cant seem to find any patch notes on it.. q.q
