Mouse wont pan view.

I have had this problem the past few games. My mouse wont pan my view across the battle field. The only way for me to move my view is clicking the mini-map or by centering my champ with y. I can make my champion move off screen i just can't pan with my mouse. It is supper frustrating any help will be appreciated.
