Gameplay - Tooltip

With the new Shen update stating that he does a flat amount of damage plus the percentage health bonus on his Q. I've noticed that instead of stating it deals 15/20/25/30/35/40 against any enemy (at levels 1/4/7/10/13/16) + percentage it states it only deals 1+ the percentage for all levels. I haven't done any damage levels testing, but this tool tip kinds confused me when i played him today.
