Jhin Ultimate.

When Playing Jhin on Summoners Rift ( only tested on this mode) when scoped out and lining up your shots, some champions appear to "flash around" as if the game is not syncing correctly or they are displaying serious Lag.

i have only noticed this at LONG range, whilst at close range there is no constat flashes (there isnt any effect nor sounds to say its a flash, but this is the best description that i could explain the snake like movements)

Server : OCE Ping : 28ms steady with no variation greater than 4ms skill, Ultimate range: towards the 2/3 mark from jhins location step 2, have the enemy walk back and forth and notice how they dont walk but flash/skip/jump/slither

possible Reason: it could be league is only downloading game play for the normal screen zone, upon zooming out, the zone is not increased leading to Blotchy locations of Champions.

i have noticed this since day one, and upon finally hitting Level 5 with him, i could say that it was a constant problem.
