J4 and Eve

Once in a game , i used J4 and ult on Thresh , and Thresh just walk through my ult ...and the enemy Thresh accepted that he just walk through my ult .... and When Evelynn Built the item Ranger's Trailblazer- Devourer . it shows -10% cool down reduction instean of +40 magic damage on hit ... what is wrong with it ?? so it changes ? or just it shows wrong ??
