Another player afk in champ select, but I get timer [CLIENT]

I was just in a ranked champion select, and I was "picking next" as it read whilst waiting for the person on the enemy team to pick before me. Well, his timer counted down to zero and I thought, "oh great, another requeue". Nope, it showed everyone as "left the lobby" and the champ select sat there for a good 15 seconds with the timer reading "0" until the game "encountered an error" and exited out completely. I log back in and I'm met with a 20 minute timer. Hooray! -.-
