[GAMEPLAY] Thresh hook bug/glitch. Does not connect with enemy Blitzcrank (video included)

Whilst playing a ranked game as thresh on summoners rift one of my thresh hooks did not connect at all with the enemy Blitzcrank during a gank. I was able to capture the video of this happening and I have included a link to a YouTube video of it happening.

I was attempting to chain our CC at the time to secure the kill and save the Miss fortune ult, however the hook did nothing, simply passing through the enemy Blitzcrank. On the video you can clearly see the hook passing right through the center of the Blitzcrank's character model.

As far as i can tell there is nothing that could have blocked or stopped the effect of the hook, no Morgana black shield no spell shields no cleanses.

This has happened to me before but I've never been about to capture the video before now. I've played hundreds of games on thresh and while it is extremely rare having occurred maybe 3 or 4 times in my entire time playing him, i feel its very unfair and could result in the loss of a kill or late game it could lose you the whole game.

I had a very good connection to the game with ping of around 30ms all game long. I had not experienced any lag before or after the bug occurred. I am running the game on a high performance gaming PC that can easily handle it and experienced no fps drops all game. I had been able to land hooks before the bug occurred and i was also able to land hooks after the bug, that was the only incident of the bug happening all game.

I live in England and have a BT infinity fiber optic internet connection to my house with a maximum download speed of 72mbps and upload of 16Mbps. My computer is connected wirelessly but the connection is very stable and i am able to get about 40Mbps download and 8Mbps upload on the wireless connection.

See I have this happen a lot, but I'm playing on a laptop at not the lowest but close to lowest settings, with medium internet. I average 85ms. It happens constantly to the point where i just give up playing Thresh. So maybe its a performance issue? That blitz may have lagged.
