That's intended. Cinderhulk's passive aura is inactive while out of combat so that you don't accidentally aggro jungle monsters you don't want while jungling. You need to deal damage (or take damage) first before the Immolate passive will work. It even states in the tool tip that the magic damage is only active while in combat.
You need to be in-combat for the aura to activate.

That's how Cinderhulk works. It's not always on like Sunfire Cape; it turns on once you enter combat.
UNIQUE Passive - Immolate: Deals 7 (+2 per champion level) magic damage a second to nearby enemies while in combat. Deals 100% bonus damage to monsters.
