Hextech Bug

So when the Hextech Craftying system was released I was really excited, seeing as I don't plan on putting money into League of Legends. But after 1 week of getting chests/key fragments things just stopped working. The game says I can get a Hextech Chest but I'm not getting them even when my friend gets an S rank or when I get a level 5 mastery on a champion. The weirdest thing though is that I am still getting Key Fragments even though I have no chest.

Anyone know any solutions to the problem? It's been bugging me for days
