{BUG} Spectate mode? Why can't i chat to my friend?

Since there is chat in spectate mode i /r my friend, but i see the thing around me uncomfortable these minimap score board etc...... So this is what i remove or active: All = active score display = active Blue team frames : Not active Red team frames : Not active Mini map= active Score board = active Chat = active =<<<<<<<<<<<<<<<<<<<<<<<<<< This is problem Target frame = active

So when i use these I press "Enter" So i chat normally but it doesn't work.

Secondly, spectators can surrender? Beautiful can i make enemy loose? :3 Wanna make ma friend win da ranked games imagine :3 100/0 in ranked :3

This is all in EUNE Server, hope this is true for entire people, hoping not only for me because i will scream outside my window if that not true.
