Not Receiving Hextech Chests?
I haven't been receiving chests when I get an S-rank, or when my party members get an S-rank. Unless there's a change I'm missing, I think this might be a bug?

You can only receive one chest per champion per season. Once you earn a chest with a champion, you will be unable to earn anymore chests while playing as that champion until next season.
I have the same issue. I've had 4 available chest to earn now for days and have had multiple teammates and myself earn S ranks, but have not gotten a chest.
