ARAM got a champ I don't own

I have just played Zac in an ARAM. I don't own him. he isn't free to play right now. I even had a skin, that I was able to choose. New Feature or Bug?

ARAM includes the last 3 Free Rotation, not just this one to help with ARAM only accounts, he was free a few weeks back. Also, did someone skin boost that game?
