Item Sets not working in game

I have some item sets all fixed up and ready to go, but no matter what options I choose with Maps and Champions, they won't come up in game along with the already fixed in Recommended items. What's going on? There used to be a small down arrow icon in the shop to let me choose between the Recommended and my own custom item sets.
