Sound Bug

So on my new laptop i installed league and from the 1st game the audio was speed up and crackling, this thing happens only in game the launcher is completely fine. And by speed up i mean if you try and do a taunt/laugh, you would her the line a lot faster along with the crackling this applies to all the abilities from all the different champions as well as the ingame music.

I tried reinstalling the game but still it was speed up and crackling. I've never had that problem on any of my other devices.
