Ez Runeglaive

So my friends and I were playing a normal and there was a jungle Ez on the other team. He built runeglaive and by 10 minutes into the game his across the map, through two minion waves and a Garen ult was leaving me (Jinx) will about 200 HP. By the end of the game his Q was one shoting me. I don't know if this is a bug or they were scripting but the amount of damage he was outputting was beyond broken. 80.0K damage at the end of the game. I didn't even know this was possible.

Is this build supposed to be outputting that much damage? Has anyone else seen this happen? I'm at a totally loss as to what just happened.
