[Gameplay] Blitzcrank/Thresh 'Super Hook'/'Dream Shot' Interaction no longer working

TL;DR Thresh Lantern checks if user is hard cc'd and won't activate if they are. Currently it does not distinguish a self cc (blitzcrank was changed semi recently that his hook snares him) as different from an enemy cc, like it did in the past (patch 4.5 specifically fixed the blitzcrank/thresh interaction)

Played a few games w/ a friend on patch 8.1 and we were unable to reproduce the Super Hook/Dream Shot interaction seen here on patch 4.x and here on patch 7.8

While testing in a custom w/ friend, we experienced this which seems like blitz is disabled from grabbing lantern during self snare. I don't know when exactly this stopped working, as I have not tried to do it recently until yesterday on patch 8.1

I've done some moderate searching, and found a reddit comment from certainlyt in February of 2014 saying it was unintentionally removed and will be added back and it was added back listed as a bugfix in patch 4.5

This does not appear to be a latency issue, the clip from 4.x is from myself and same friend while servers were on west coast, ~70ms latency. As of patch 8.1, we both get ~30ms latency

I made a reddit thread on this yesterday and got a small ammount of feedback from the community, the main one being a claim that the interaction was removed because it wasnt fair, although they do not provide a source and i have been unable to find one.

Any help with sourcing additonal information is appreciated. I've skimmed over patch notes for 7.8 (most recent clip i could find claimed 7.8) through 8.1 for mentions of blitzcrank and thresh and havent seen anything relevant to the 'dream shot' interaction.

Thanks for looking at this, its one of my favorite gimmicks about league and look forward to its return if it was an unintentional removal.
