Visual Bugs Makes The Game Unplayable

This all started yesterday. Normally I play league and I sit at 120 FPS and I played a few games yesterday morning. Then I go into blind pick and I choose Braum. As soon as I get into the game my FPS is at 20-25 and at the top of my screen there is a gray bar from the windows XP era that has the minimize, maximize, and close functions that most other computer programs have. I close league and reload it but had the same problem during the game. I then proceed to restart my computer but the problem is still there. I log on today and the problem is worse. The screen is zoomed in so now I can't see my gold, items, etc. Was thinking the new patch would fix it but it made it worse. Like I said I have had no problems with league and I was running 120 FPS so the problem shouldn't be my computer since I played 1 game normally and 15 minutes later I had all of these problems.
