Jarvan's Q and ultimate goes on CD without doing damage/encircling target [GAMEPLAY]

Both of these bugs have only occured to me once. However they occured in the same game so if they are caused by the same issue it must be fairly frequent.

1. The Q: The Q went off CD just as i got killed and the animation had definetly started, however it did no damage to the opponents in the template. I am not sure whether it is intentional that the damage comes slightly after the animation but it does not seem to be intentional and it is VERY frustrating to see that the ability went on CD but had no effect.

2. The ultimate: The ultimate likewise went on CD after the animation had clearly started and i was at the target but just like the Q it did no damage. Seemingly because i got killed at the same time i hit the target. But what is even worse is that the circle that it normally places around the target did not appear which lost my team the fight (and the game). This is VERY frustrating seeing as i have never experienced these types of issues before where i clearly use the ability and the animation has happened but the effect does not take place.
