Champ store bug due the recent server problem

Okay... I have a question... Would appreciate if a riot staff could answer this...

If someone went to the champ store to buy a new champ, and he clicks the confirm button to buy it with IP, but due the recent server problems with had a few hours ago, you get stuck on the "finalizing purchase" loading thingy (the one with kat dancing), and the game stays like that for about 5 minutes, without ever finalizing, then this someone closes the screen and tries to open the store again and the store is offline, then he tries to reopen the game, but finds out the game cant connect to the servers, so he tries to come back later to buy the champ and play it.

Then, a few hours later when the servers are stable again, he opens the game and goes to the store to buy said champ, but the champ is not there anymore, the unlocking was successful, BUT, due the server crash, no IP was spent (6300IP for the champ), and the champ is not on the purchase history.

What could happen to said player? Could this player get his account suspended/banned?

TL;DR Someone bought a 6300 champ, the store crashed, champ got unlocked, but no IP was spent. What could happen to this someone?
