Bandit doesn't work (see description)

So, I've been playing with the Spoellthief's Edge line a lot, and I've noticed that bandit never triggers (even when it should). I'm not sure about the other Remnants, but it's super easy to replicate (just buy Spellthief's Edge and have a freind kill some minions).

EDIT: Comment said that it was removed, but in description it still lists it, in which case, it's a graphical bug/issue. (When you mouse over it in Items section, it says "Gain Bandit." In-game, it lists the description of Bandit as well. This caused me confusion, as I don't always immediately read patch notes.
